Patronage parties have been criticized for promoting corruption and cronyism, as well as for prioritizing political connections over merit and qualifications in government appointments. **

While there are some similarities between the patronage system in ancient Rome and a mafia-like system, they are not the same. In ancient Rome, patronage was a legal and social practice where wealthy and powerful individuals provided support and protection to those of lower status in exchange for loyalty and services. While there were elements of coercion and favoritism involved, it was not as organized or criminal as a mafia system. The patronage system in Rome was deeply ingrained in the social and political structure of the society, whereas the mafia operates outside of the law. **

Implementing clear criteria for advancement and ensuring that decisions are based on qualifications and performance rather than personal connections can help to break down the bureaucratic elite and office patronage. Additionally, creating avenues for feedback and accountability can help to ensure that decisions are made in the best interest of the public rather than personal relationships. **
